The Management Committee shall have full control and authority over all aspects of sanctioned Lifesaving Society events.
The Management Committee shall consist of:
- Lifesaving Society Representative (or designate)
- Chair of the host organizing committee (or the chair appointee)
- Championship Meet Manager
- Championship Head Referee
- Championship Safety Officer
Management Committee shall appoint the following officials for sanctioned Lifesaving Society events.
- Chief Referee
- Deputy Referee
- Event Director
- Head Scorer (scorer)
- Judges (Chief Judges, Lane Judges)
- Competitor Liaison
- Safety Officer
Meet Managers for all Championships and sanctioned competitions will be appointed by the Lifesaving Society. The Meet Manager will be responsible for preserving the integrity of competitive lifesaving and provide on-site assistance with the management of the competition when it takes place.
The Host will be responsible for the planning and set up of the competition. The Host will check with the Meet Manager to make sure the work being done will meet rules and regulations.
The Host will recruit a volunteer team to assist with the work and planning of the competition. Consult the Hosting Application Form for more information.
The Chief Referee will have the authority to enforce all rules and decisions for the duration of the sanctioned competition and may intervene at any stage to make sure that
Lifesaving Society regulations are observed.
The Chief Referee will consult with the Host Management Committee on all questions not covered by the rules.
The Chief Referee will consult with the Host Management Committee on any question of safety that may lead to the cancellation, rescheduling or relocation of the competition or events.
The Chief Referee will make sure that teams are duly informed of any changes. The Referee will need a current copy of the Alberta and Northwest Territories Competition Manual and ILS Competition Manual.
The Deputy Referee will assist in the conduct and organization of the competition, and in the absence of the chief referee, assume his or her authority and responsibility.
The deputy referee will take control of a particular area of the competition with the chief referee’s authority or be assigned to a specific role or be designated a specific authority.
The Event Director will have be responsible to the Referee of Deputy Referee for the control and organization of a specific area or group of sections or events of the competition, and implement the rules and regulations governing the competition and events being conducted in the particular area of control.
Starter will have full control of the competitors from the time the Referee turns them over until the event has commenced. The Starter will have the power to decide if the start is fair and to disqualify competitors who false start under Lifesaving Society regulations.
Marshal will be responsible for assembling the competitors in the appropriate order prior to each event to make sure smooth flow and transition between events.
Head Scorer is responsible for the overall record keeping, calculation of results, and release of official results for all competition events.
Judges: While judges play many roles, their principle responsibility will be to make sure competition events operate fairly and within AB/NWT rules and regulations. Judges’ orderof-finish decisions are not subject to protest or appeal.
Chief Judge: The chief judge will be responsible to the area/sectional referee or event director, and will supervise or assist in the setting up of courses for the event. The chief judge will allocate duties and responsibilities to other judges in their area or event and locate and position them so as to best carry out their duties as judges and determine the finishing order and recording of event results.
Lane Judges: Lane judges will be a judge of fact in relation to the observation of the conduct of an event for the particular lane to which they are assigned. They will report any breach or infringement of the rules to the chief judge, or area/sectional referee or event director.
Equipment Manager will be responsible for the set up of the competition arena for each heat of each event, ensuring that the equipment is in adherence to the rules and is properly positioned before the start of the race. The Equipment Manager will also be responsible to make sure that the equipment being used for the competition meets both Alberta and Northwest Territories and Lifesaving Society regulations.
Competitor Liaison officers are responsible for liaising with competitors, coaches, team managers and competition officials to provide assistance related to rules, standards and procedures. They will advise the Chief Referee, Deputy Referee, Area/Sectional Referee or Event Director of any concerns raised by competitors, coaches or team managers relating to the courses or safety issues. They will also provide assistance and guidance for competitors, coaches and team managers on protest and appeal procedures and the best method of approach to the referee involved.
Safety Officer will be responsible for ensuring that the competition facilities are safe and that the appropriate safety plan, equipment, procedures, and personnel are in place to make sure the general safety of competitors, competition personnel, and spectators.
